Key points
- Dr. Shershow evaluates and treats adults 18 and older with ADHD and holds New York and New Jersey licenses; follow-up visits are held by secure video.
- A video visit from home in Westchester follows New York rules; one taken from a Connecticut office cannot take place.
- As of October 2026, New York follows federal DEA telemedicine rules for stimulant prescribing, which run through December 31, 2026.
- Westchester's Crisis Prevention and Response Team (914-925-5959) is listed by the state as available 24/7.
- Outside New York City, state law gives most employees 40 or 56 hours of paid sick leave, usable for diagnosis, care or treatment.
Westchester County sits just north of the Bronx, so it is outside New York City but inside New York State. That line matters more than people expect. State rules govern video visits and prescriptions, but two city laws that help Manhattan workers do not reach a job in White Plains or Yonkers. The county also borders Connecticut, and a video visit taken from across that line is outside what the practice offers: video visits with Dr. Shershow are for patients located in New York or New Jersey. This page covers what is specific to Westchester and the public resources there that are separate from Dr. Shershow's practice.
Who in Westchester looks for adult ADHD care
- Metro-North commuters. The Harlem Line runs from Grand Central through Mount Vernon, Scarsdale, White Plains, Valhalla and Pleasantville, and the Hudson and New Haven lines are Metro-North's other East of Hudson routes. A full commute plus a workday leaves little time for appointments, which is why many people ask about video follow-up.
- College and graduate students. Pace University's Pleasantville campus, Purchase College (SUNY), Manhattanville University, Iona University and Sarah Lawrence College each have a disability office. Students who want testing accommodations often need current documentation from a licensed clinician.
- Adults diagnosed as children. People who stopped treatment years ago and want to restart often find that old records are hard to get. The guide covers this in restarting ADHD care as an adult.
Which rules apply to a video visit from Westchester
New York State Education Department guidance says a practitioner must hold a New York license when providing services to a patient located in New York. Dr. Shershow is licensed in New York and New Jersey, and for any video visit you must be physically in one of those two states.
| Where you are during the visit | What applies |
|---|---|
| At home in Westchester, or at work in Manhattan | New York rules. As of October 2026, New York sets no in-person requirement of its own for telehealth stimulant prescribing and follows federal DEA rules, whose telemedicine flexibilities run through December 31, 2026. |
| At work in Stamford, Greenwich or anywhere in Connecticut | The visit cannot take place, because video visits with the practice are for patients located in New York or New Jersey. Take the visit from home or from a room in New York instead. |
| In New Jersey, for example at a client site in Bergen County | New Jersey rules, including P.L.2026, c.40: an adult on a Schedule II stimulant who starts by telehealth needs an in-person visit within 30 days, a contact every three months, and an in-person visit at least once a year. The office will explain how visits are arranged for patients located in New Jersey. |
The practical habit is simple: before each video visit, check where you will be sitting. If it is not New York or New Jersey, move the appointment. More on this in telehealth ADHD prescriptions in New York.
Filling an ADHD prescription in Westchester
Westchester pharmacies follow New York's controlled-substance rules.
- Schedule II stimulants cannot be refilled. Each fill needs a new prescription.
- The usual limit is a 30-day supply. New York allows a single prescription for up to three months when it is written for attention deficit disorder and marked with the condition or its code. The prescriber decides whether that fits.
- An electronic prescription goes to one pharmacy. Commuters sometimes prefer a pharmacy near work in Manhattan; any New York pharmacy can fill a New York prescription, so choose the one you can actually reach during opening hours, and call ahead about stock.
Connecticut pharmacies are a different matter. New York's Bureau of Narcotic Enforcement says a New York prescriber may or may not be able to send a controlled-substance prescription to an out-of-state pharmacy, depending on that state's law. Using a New York pharmacy avoids the question. See New York's rules for ADHD stimulant prescriptions.
Westchester resources that are not the practice
These are county, state, campus and nonprofit services. None is connected to Dr. Shershow's practice, and crisis and peer services do not evaluate for ADHD or prescribe.

Work and insurance questions in Westchester
Outside the city, New York State's paid sick leave law applies. Employers with 100 or more employees must provide up to 56 hours of paid sick leave a year, and those with 5 to 99 employees up to 40 hours. The law lets employees use it for the diagnosis, care or treatment of a mental or physical health condition and for preventive care. If you work in New York City, the city's Earned Safe and Sick Time Act and the NYC Human Rights Law may apply to that job as well.
New York's behavioral health insurance protections cover policies issued in New York, not self-funded employer plans or policies issued in another state, which matters for residents insured through a Connecticut employer. Plans regulated by New York must be able to offer a first outpatient behavioral health appointment within 10 business days. Questions
Can I see an adult ADHD psychiatrist by video from Westchester?
Video visits are possible when you are physically in New York or New Jersey, and a visit from home in Westchester is a visit in New York. Whether the first visit is in person or by video is a question to ask the office. Follow-up visits with Dr. Shershow are held by secure video.
I work in Stamford. Can I take a video visit from my desk?
No. Video visits with the practice are for patients located in New York or New Jersey, so you must be physically in one of those states during any video visit. Take the visit from home in Westchester or from a private room in New York.
Is there an office in Westchester?
This page is for Westchester residents and does not describe an office in the county. Call the office to ask how visits are arranged.
Do I need a referral?
Many people book directly, but some insurance plans require a referral or prior approval for specialist visits. Check with your plan. The office can tell you how insurance works with the practice.
Is ADHD testing the same as a psychiatric evaluation?
No. A psychiatric evaluation is a clinical assessment of your history, symptoms and other possible explanations, and it is the usual way adults are diagnosed. Neuropsychological testing is a separate, longer battery done by psychologists, which Dr. Shershow does not provide. Some campus offices or testing agencies ask for it, so check their rules first.
Can I fill my prescription at a pharmacy near my Manhattan office?
Yes, Manhattan pharmacies follow the same New York rules as Westchester ones. Pick one pharmacy you can reach during its hours, and call ahead to ask whether your medication is in stock.
