Key points

  • A practitioner must hold a New York license, or be otherwise authorized, when providing services to a patient located in New York.
  • New York regulation allows a New York pharmacy to fill an out-of-state Schedule II prescription delivered within 30 days of signing that meets New York's content rules, and the pharmacist may decline.
  • Stony Brook University's counseling service states that it does not prescribe stimulant medications without a current neuropsychological evaluation.
  • Binghamton University requires psychological testing before prescribing a controlled substance and states that a provider's letter will not suffice.
  • New York's behavioral health insurance protections apply to policies issued in New York and not to out-of-state policies.

Students who come to New York from another state already diagnosed with ADHD tend to assume their home prescriber can carry on by video. Often that is not allowed. A clinician must be licensed in the state where the patient is physically located during the visit, so a video appointment taken from a dorm room in New York needs a New York-licensed clinician on the other end. That leaves two workable arrangements, each with a gap to plan around, and a campus health center that may or may not be able to help.

The rule that decides everything: where you are during the visit

New York State Education Department guidance says a practitioner must hold a New York license, or be otherwise authorized, when providing professional services to a patient located in New York. Your permanent address, your parents' insurance and your home pharmacy do not change that.

  • On campus in New York, taking a video visit: the clinician needs a New York license.
  • At home during winter break or summer, in person or by video: your home-state clinician is treating a patient in their own state, under that state's rules.
  • At home during a break, wanting a video visit with a New York clinician: that clinician needs a license in your home state.

Ask every prescriber the same direct question: "Which states are you licensed in?" Some hold more than one license.

Home-state prescriber or New York prescriber: the two setups compared

Up-front effortLowA first evaluation, records from home, and possibly a wait

Neither is better in general. Students who go home every six to eight weeks can often manage with the home prescriber. For those in New York nearly year-round, or whose medication is still being adjusted, a New York prescriber usually fits better.

If you keep your home-state prescriber

  1. Schedule visits for the times you are home. Book the winter and summer appointments before the semester starts.
  2. Ask how prescriptions between visits will work. Stimulants are Schedule II drugs, which cannot be refilled, so each fill needs a new prescription. Whether your prescriber will issue one while you are away at school, and how large a supply your home state allows, are questions for that prescriber.
  3. Decide where to fill. New York regulation allows a New York pharmacy to fill an out-of-state Schedule II prescription if it is delivered within 30 days of the date it was signed and meets New York's content requirements. The pharmacist may still decline. Pick a pharmacy near campus, call before the first prescription is sent, and ask whether it accepts Schedule II electronic prescriptions from a prescriber in your home state.
  4. Do not let the 30 days lapse. A prescription that reaches the New York pharmacy more than 30 days after signing cannot be filled.
  5. Have a fallback. If the pharmacy refuses or the prescriber will not write between visits, you will need a New York prescriber quickly. Identify one before you need one.

If you establish care in New York

  1. Start before your supply runs low. A New York prescriber must evaluate you before prescribing a controlled substance and must check the state Prescription Monitoring Program registry within 24 hours before each prescription. A note from home helps, and the clinician will still do their own assessment.
  2. Bring documentation. The original evaluation report, any testing, a medication history, and your current bottle.
  3. Know the telehealth position. As of October 2026, a New York prescriber may start or continue a stimulant after an audio-video visit without an in-person examination, under federal flexibilities that run through December 31, 2026. What applies in 2027 had not been published when this page was written.
  4. Plan the summer in April. When you leave New York, video visits with your New York prescriber are off the table unless that clinician is licensed where you will be. Schedule a visit before you leave, and ask about supply. New York permits up to a three-month supply for attention deficit disorder at the prescriber's discretion, and insurers or pharmacies may limit it.
  5. Tell your home prescriber. One prescriber at a time.

The general steps for anyone arriving from another state are in moving to New York while taking ADHD medication.

What campus health centers will and will not do

Do not assume the student health center can take over a stimulant prescription. Policies are set campus by campus, and several New York campuses publish strict ones:

  • Stony Brook University: counseling and psychological services states that it does not prescribe stimulant medications without a current neuropsychological evaluation.
  • Binghamton University: before prescribing a controlled substance, the psychiatry service requires psychological tests confirming the diagnosis, and states that a letter from a provider or a self-screening tool "will not suffice."
  • University at Buffalo: student health requires formal assessment, with reports on letterhead using standard scores, and says prescribing stimulants is at the sole discretion of its providers.

These are three examples. No statewide rule exists, and other campuses differ. Read your own school's policy before the semester and ask what documentation it accepts. More examples and the reasons behind them are in what New York campus health centers will and won't do for ADHD. Campus disability services are a separate office with separate paperwork, covered in ADHD accommodations at New York colleges.

Pharmacy, dorm and insurance practicalities

  • Use one pharmacy near campus and give its exact name and address to your prescriber.
  • Request the next prescription on time. In New York, a new Schedule II prescription may not be issued or filled until you have used all but a seven-day supply of the last one. Set a reminder for that week.
  • Lock it up. FDA advises storing stimulants securely and out of sight. In shared housing a small lockbox does the job.
  • Never give or sell a pill to anyone. FDA's instruction to patients is "Never provide any of your prescription stimulant medicine to anyone else." The legal side is covered in the guide's page on sharing or selling ADHD medication.
  • Check stock. Call the pharmacy a few days before you need the fill to confirm it has your medication.

Insurance when your plan is from another state

If you are on a parent's plan issued in another state, New York's insurance protections for behavioral health do not apply to it. They cover policies issued in New York. Before booking a New York clinician, call the plan and ask whether that clinician is in network, what out-of-network psychiatric visits are paid at, and whether your medication is covered at a New York pharmacy. If your school offers a student health plan, ask the same questions about it and compare.

A checklist for before the semester

  • Ask your home prescriber which states they are licensed in and how prescriptions will work while you are away.
  • Request copies of your evaluation and medication history.
  • Read your campus health center's ADHD and stimulant policy.
  • Choose a pharmacy near campus and call it.
  • Check your insurance for New York coverage.
  • Identify a New York prescriber, even if only as a fallback.
  • Buy a small lockbox.

Questions

Can my psychiatrist at home do a video visit while I am at college in New York?

Only if that psychiatrist also holds a New York license or other New York authorization. Licensure follows where you are during the visit. Visits during breaks, while you are back in your home state, are fine.

Will a New York pharmacy fill my prescription from home?

New York rules allow it for a Schedule II prescription presented within 30 days of signing that meets New York's content requirements. The pharmacist can still decline, so call the pharmacy before the prescription is sent. Have your prescriber's phone number ready.

Can the campus health center prescribe my ADHD medication?

It depends on the school. Several New York campuses publish policies that restrict stimulant prescribing or require formal testing first, and a letter from your home doctor may not be enough. Read your school's policy and ask what documentation it accepts.

What happens to my prescriptions over the summer if my prescriber is in New York?

Once you leave New York, that prescriber can hold video visits with you only if licensed in the state where you are. Schedule a visit before you leave and ask what supply is appropriate. New York permits up to a three-month supply for attention deficit disorder at the prescriber's discretion.

Do I need a new ADHD evaluation to get treated in New York?

A New York prescriber must do their own evaluation before prescribing a controlled substance. With a prior report and medication history, that is usually a review of what was already established, though the clinician may want more. Some campus health centers require recent formal testing.
